WebIm not really sure theres a way to get it to produce 1600mw while also having low flow. It takes a lot of water moving through it to produce that kind of power. Lower flow in the bottom river it looks like you've taken care of with lower nodes after the dam. Webim 99% sure that cities skylines doesn't care about the way its facing. its a height issue. Use the info panel for terrain height and place the dam a couple small notches above the current water level. Make sure that when the dam fills to this point, that the lake reservoir behind it can fill that high without leaking somewhere. It will then wait for the reservoir to fill back up to the line and repeat the cycle. If you haven't figured it out yet, this is really bad for your city.
